Haryana is really two lists in one. There is the state list, counselled by DMER Haryana against notified fees. And there is the NCR deemed cluster — Amrita Faridabad, MM Mullana, SGT Gurugram — which is allotted by MCC on all-India merit and has nothing to do with Haryana domicile.

Families in Delhi NCR routinely treat these as one pool because the campuses are half an hour apart. They are not. Different counselling, different registration, different fee logic, and mixing them up is how deadlines get missed.

How a seat is actually allotted

Directorate of Medical Education & Research (DMER), Haryana, Panchkula

DMER Haryana conducts the state-quota counselling for government and private medical colleges in the state and notifies the fee applicable to private colleges, including the annual increment where one applies.

No. Deemed universities are allotted by MCC in the all-India deemed counselling. Haryana domicile gives you no advantage there, and DMER has no role in it.

Some colleges notify that the tuition rises by a fixed percentage each subsequent year. Over four and a half years that compounds significantly, so always work out the total, not the first instalment.

For the 85% state quota through DMER, yes, on the conditions notified for the year. All India Quota and deemed seats carry no domicile requirement.

DMER notifies rates for private colleges, and in several cases the same rate applies to state and management quota seats. The notification is revised annually — verify the current figure before committing.
